Malcolm Wicks as special rep to PM on energy issues

According to BBC News:

Key moves

Those ministers leaving the government include Kim Howells, Malcolm Wicks and Margaret Hodge.

However, Mr Wicks has been named a special representative to the PM on energy issues …

This is interesting because Malcolm Wicks MP was Minister of State for Energy under John Hutton MP, Secretary of State at BERR, until Friday.  Looks like Wicks is not going to be part of DECC reporting to Ed Miliband.
